Counterfeit or forged travel documents allow terrorists and other criminals to cross borders virtually unimpeded. As a consequence, fake documents play a pivotal role in most terrorist or criminal undertakings. In its fight against fraud, the Organisation for Security and Co-operation in Europe (OSCE) advocates the harmonisation of document issuance standards and controls. Its underlying motivation: to impede the free movement of terrorists and criminals by improving document security. To deal forgers and counterfeiters an effective blow, the OSCE emphasises regional cooperation.
