Document inspectors from various EU member states – both
old and new – converged on Lisbon in early March for the
European Seminar for Basic Examiners of Security
Documents. Their mission: to gain a better understanding
of the security features found in ID and travel
documents. In Lisbon, the challenge of transferring the
requisite knowledge fell to experts of the Serviço de
Estrangeiros e Fronteiras (SEF), as well as several
lecturers from other European countries. Organiser Isabel
Baltazar provides a brief overview of the seminar
programme and objectives.
Isabel Baltazar (1968) heads the ID and Fraud Unit of the
Portuguese Serviço de Estrangeiros e Fronteiras,
specialising in fraud and forgery, high-security printing
techniques, digital printing techniques, and fraud-
related risk analyses. Isabel advises governments in the
development of ID and travel documents. She is a member
of ICAO`s DCFWG (Document Content and Format Working
Group) and EPWG (Education and Promotional WG). Isabel
has published several works about travel and ID
documents, falsifications, etc. |
