Last year, John Hotchner drafted a series of guidelines for issuing authorities to deal with external fraud when issuing travel documents. Although KJD&I was permitted to publish a synopsis of his paper (see KJD&I 12), publication of the entire text was held back until it had been presented to, and formally adopted by, ICAO (and the Technical Advisory Group in particular). This occurred last September. As a consequence, KJD&I has been authorised to publish the entire text. This issue contains the first of three parts, and covers chapters 1 to 4. Parts 2 and 3 - covering chapters 5 to 7 and 8 to 11 – will be included in issues 17 and 18 respectively.
