In the end, the ballot cards proved the major sticking point, especially those with hanging chad. In many other countries, the accuracy of a vote count tends to be affected by fraud, whereby citizens allegedly vote more than once. In response, an increasing number of countries are adopting biometrics to ensure valid elections. Frances Zelazny explains the opportunities and potential pitfalls. |
