The old and new Latvian passports - How a small (new) country introduced a passport system( By Dz Print

The first ID and travel documents to be issued by the Republic of Latvia (1992 model) were badly designed and insufficiently tamperproof. The photograph and personal particulars on the biographical data page could be changed without difficulty, while passport pages could easily be replaced. As a result, the authorities decided to introduce a new passport system. Having started her career as Head of the Passport Division in 1997, Dzintra Peneze currently runs the Passport Division of the Office of Citizenship and Migration Affairs of the Ministry of Interior of the Republic of Latvia. The Passport Division puts forward proposals for ID documents, coordinates the issuance of passports, and looks after ID documents in territorial offices. Dzintra`s unit is currently in the process of developing new ID cards.
